Fred Turner has served as chief of staff for U.S. Senator Bob Menendez since 2014. Much of Fred Turner’s career in politics has centered on international human rights issues.

In 2011, President Obama issued Presidential Study Directive 10, a measure taken to increase the country’s actions against human rights atrocities worldwide. The directive, along with a series of similar measures approved shortly afterward, called for the creation of the Atrocities Prevention Board, which now monitors potential risks across the world.

The board periodically releases the Atrocities Prevention Report, a summary of specific issues that may require attention or intervention from the government. Released in March 2016, the most recent report chronicles the plight of civilians in the Middle East and Burma. It provides an overview of the problem, information about the scale of the ongoing human rights violations, and a description of the efforts the United States is taking to improve conditions for civilian victims.
